Meters shall be tested before being set and at any other time thereafter when they appear to be measuring incorrectly. If a test is requested by the customer and the meter is found to be accurate within 2%, the meter shall be deemed correct and the costs of testing the meter and any shipping charges shall be assessed to the customer. If the meter is found to be inaccurate by greater than 2%, the city shall adjust the customer’s billings for the previous 90 days to reflect the customer’s average usage for such utility and the city shall incur the costs of testing the meter.
