The Superintendent of the water and sewer plants shall have charge, care and operation of the water plant of the city and the sewage disposal treatment plant of the city and all tools, equipment and machinery used in connection therewith. He or she shall make such monthly and annual reports and shall have such other duties as may be required by the Mayor and Council.
