(a) It shall be unlawful for any person to park a truck with a registered gross weight of over 12,000 pounds, or a bus, truck tractor, road tractor, or semi-trailer regardless of weight, or a recreational vehicle, boat, or trailer on any street within a residential area within the city except as follows:
(1) For loading or unloading of merchandise, furniture, or other goods in the normal course of business or personal necessity for as long as is reasonably necessary.
(2) For an incapacitated or disabled vehicle that is unable to move for as long as is reasonably necessary to remove it.
(3) As needed in the normal course of business for a reasonable amount of time and in a manner that does not create an unnecessary inconvenience to the neighborhood when alternative off- street parking is not available.
(b) Notwithstanding the provisions of subsection (a) above, a truck tractor or road tractor may be parked, if detached from its trailer or load on private property, with the consent of the owner of the property, if the motor is immediately turned off.
