§ 13-216 BUILDING IN STREETS.
   It is unlawful for any person to erect or cause to be erected upon any street, alley or public grounds in the city any building or buildings or any other structure or obstruction whatever. This shall not be construed to prevent the erection of the necessary scaffolding and fixtures used in the construction of buildings or improvements. Each day’s violation shall be considered a separate offense.
