The public parks of the city shall be open to the free use of all persons for rest and recreation from sunrise each day until 12:00 midnight. Any person who shall enter or remain in a park, park roadway or park parking lot between 12:00 midnight and sunrise shall be guilty of illegal entry into a park, and upon conviction thereof shall be punished as provided in § 1-116.
