3-1-10: LICENSED PREMISES:
   A.   Compliance With Law: All premises used for the retail sale of alcoholic liquor or for the storage of such alcoholic liquor for such sale shall be kept in a clean and sanitary condition and shall be kept in full compliance with the laws of the state of Illinois and the ordinances and regulations of the village of Hudson. The licensed premises shall at all times comply with all ordinances and laws concerning the storage, preparation and sale of food for human consumption.
   B.   Location Restrictions: No license shall be issued for the sale at retail of any alcoholic liquor within one hundred feet (100') of any church, school other than an institution of higher learning, hospital, home for the aged or indigent person or for veterans, their spouses or children, or any military or naval station, provided, that this prohibition shall not apply to hotels offering restaurant service, regularly organized clubs, or to restaurants, food shops or other places where sale of alcoholic liquors is not the principal business carried on; nor to the renewal of a license for the sale at retail of alcoholic liquor on premises within 100' of any church or school where the church or school has been established within such 100' since the issuance of the original license. In the case of a church the distance of one hundred feet (100') shall be measured to the nearest part of any building used for worship services or educational programs and not to property boundaries. Not withstanding any other provision of this paragraph to the contrary, the Local Liquor Control Commissioner may at his or her discretion grant an exemption to the prohibitions in this paragraph.
   C.   Temporary Location: The local liquor control commissioner may authorize a licensee to operate temporarily at a location other than the licensed premises. Such permit shall be in writing, shall name the licensee, and shall state the hours of operation permitted at the temporary location. No temporary location shall be permitted unless the temporary location is a lawful location for retail sale of alcoholic liquor under the laws of the state and village ordinances.
   D.   Municipal Property: The local liquor control commissioner may allow the sale and consumption of alcoholic liquor on municipal property for limited special events and celebrations subject to terms and conditions determined appropriate to protect public health, safety and welfare.
