147.02 RECIPROCAL AID AGREEMENTS WITH PUBLICLY OWNED UTILITIES.
   (a)   The Director of Public Service is hereby authorized and directed to enter into reciprocal aid agreements with publicly owned utilities for the use of manpower and equipment in times of emergency with provision for reimbursement to the City and the utility for each piece of equipment furnished, at such rate as Council shall from time to time establish, and for reimbursement of wages for the manpower furnished, at the prevailing wage scale.
   (b)   Such agreements shall provide for the reimbursement to the utility providing the manpower and/or equipment for any loss or claim occasioned by injury, death or damage to or loss of equipment.
   (c)   Such agreements shall remain in full force and effect for a period of one year and thereafter continue in force subject to cancellation by either party upon sixty days written notice.
