1373.02 GOALS AND GENERAL STANDARDS FOR STOREFRONT RENOVATION.
   (a)   Goal. The goal of Storefront Renovation is to make visual improvements to the main exterior elevations of commercial structures which are seen by the public, keeping Hubbard’s historic commercial center strong. Compliance with City code is a critical part of renovation.
   (b)   Preservation. It is important to make every attempt possible to preserve original design elements of commercial buildings and vintage additions. The possibility of repair should always be considered first before covering, remodeling, altering or removing any architecturally significant feature. The Secretary of Interior’s Standards for Rehabilitation are included in Section 1373.01.
   (c)   Replacement of Features. If it is necessary to replace a significant architectural feature, new materials should closely match existing material in composition, design, color, texture and other visual qualities.
   (d)   Contemporary Design. It is not a requirement that new (infill) development attempt to mimic historic architecture. Contemporary design that is compatible with the surrounding architecture is encouraged as long as it does not detract from the unity of the surrounding buildings.
   (e)   Cleaning. Use the gentlest means possible when cleaning exterior surfaces. Sandblasting, chemical treatments and other cleaning methods that will damage materials should not be undertaken.
   (f)   Fences and Other Accessory Structures. Fences, lighting, benches and other accessory materials should be compatible with the overall character of the commercial district. Use of chain-link, vinyl, split rail and other manufactured rustic materials are discouraged along the street edge.
