(a) Owner. The owner of every single family, duplex and multi-family dwelling as defined herein shall be responsible for the exterior building maintenance thereof in good repair, safe condition and sanitary as required by the terms of this chapter. The owner shall also be responsible for maintaining in a clean and sanitary condition, the shared or common areas of the premises which are to be available the tenant at all reasonable times.
(b) Occupant. The occupant of any dwelling structure shall be responsible for maintaining in a clean and sanitary condition that part of the outside premises which he occupies and controls.
