The name, address and telephone number of the persons responsible for the ownership, operation and all maintenance of each producing well located within the City shall be furnished to the Service Director, Police Department and Fire Department in order that some responsible person may be reached at any time in the event of an emergency. The Police Chief shall prepare a list of such names and addresses and shall keep the list posted in a conspicuous place in the Police Department for ready reference. Detailed instructions regarding the shut-down procedures for each well shall be filed with the Fire Chief.
