(a) Whenever the City Engineer deems that a building is unsafe, he shall forthwith issue notice, in writing, served by registered mail or by leaving such notice at the residence of the offending owner, stating the manner of the violation and ordering the owner to make the necessary repairs or alterations to make the building safe or to tear down such building. The offending owner shall have thirty days to comply with the order unless for reasonable cause an extension of time is granted by the Engineer.
(b) No person shall fail to comply with such order within the stipulated period.
