973.01 DEFINITIONS.
   (a)   "Private Security Alarm Systems" means an assembly of equipment or a single device used to transmit a signal from any location within the City to the City's Central Emergency Dispatch Center designed to communicate a danger requiring urgent attention and to which the Police Department is expected to respond. The term shall include Automatic Dialing Devices.
   (b)   "Alarm user" or "user" means any person who owns, operates, installs, maintains or connects a private security alarm system within the City.
   (c)   "Automatic Dialing Device" means an alarm system which automatically sends over regular telephone lines, by direct connection or otherwise, a prerecorded voice message or coded signal indicating the existence of an emergency situation that the private security alarm system is designed to detect.
   (d)   "City" means the City of Hubbard, Ohio.
   (e)   "Central Emergency Dispatch Center" means the City's dispatcher that monitors all private security alarm signals transmitted through instrumentation on an alarm console at the receiving terminal.
   (f)   "Direct connect" means an alarm system which is tied into the Central Emergency Dispatch Center.
   (g)   "False alarm" means:
      (1)   The activation of a private security alarm system through a mechanical failure, malfunction or improper installation; or the negligence of the user of a private security alarm system or his employees, agents or tenants; or
      (2)   Any signal or oral communication transmitted to the Central Emergency Dispatch Center requesting, or requiring, or resulting in a response on the part of the Police Department when, in fact, there has been no emergency or adequate reason to summon the Police. The determination of whether there has been adequate reason to summon the Police Department shall be made by the senior officer responding to the alarm. The determination shall be documented by the dispatcher on the log.
      (3)   False alarms shall not include activations of private security alarm systems caused by natural disasters, hurricanes, tornados, earthquakes and the like.
   (h)   "Police Chief" means the Chief of the Hubbard's Police Department or his designated representative.
   (i)   "Inter connect" means to connect an alarm system to a voicegrade telephone line, either directly or through a mechanical device that utilizes a standard telephone for the purpose of using the telephone line to transmit an emergency message upon the activation of the private security alarm system.
