961.01 PERMIT REQUIRED; BOND.
   (a)   No person intending to collect garbage and rubbish from the residents of the City shall fail to submit the following to the Board of Control:
      (1)   Certification of compliance with all State and County laws and regulations for dumping grounds and facilities for pickup;
      (2)   Bond in the amount of eight thousand dollars ($8,000) per year specifying that performance shall be made and holding the City free and clear from any claim arising out of such collection; and
      (3)   A statement agreeing to serve both residential and commercial customers and any annexed areas, and setting forth the rates to be charged to all.
   (b)   When the provisions of subsection (a) hereof have been complied with, the Board of Control shall issue a nonexclusive permit for the collection of garbage and rubbish for a period not to exceed five years.
