(a) There is hereby established a twenty-five dollar ($25.00) reconnection fee with respect to electric, water or sewage customers who have had any of such services disconnected for non-payment or delinquent payment of services for same.
(b) The Service Director is hereby authorized and directed to charge and collect a twenty-five dollar ($25.00) reinstatement fee for customers of the Hubbard electric, Hubbard water or Hubbard sewage system who have had any or all of such services terminated due to non-payment or delinquent payment of the services.
