(a) No peddler, itinerant vendor, solicitor, hawker or itinerant retailer shall sell or offer for sale any goods, merchandise, produce or anything of value in the City, or solicit or hawk any goods, merchandise or anything of value, without first obtaining a license therefor from the Police Department, which license shall be carried on his person and shall be displayed upon request to any member of the Police Department or any customer or any person solicited.
(b) There shall be no fee for the license provided for in subsection (a) hereof.
