The license for a going-out-of-business sale, provided for in Section 729.04, shall not, under any circumstances, be issued to any person who has conducted a sale under such a license within the two years preceding the date of application for such license. No person who has been convicted of violating any of the provisions of this chapter relating to the conduct of a going-out-of-business sale shall be granted a license for such sale or be employed in any manner at or in connection with any sale licensed under the provisions of this chapter for a period of five years after such conviction.
