(a) The license fee, payable to the Mayor at the time of application, shall be fifty dollars ($50.00) for each device for the year or any part thereof ending on December 31, of each year. This fee which is paid at the time of application is not refundable in any case.
(b) Licenses issued under this chapter shall not be transferable to any other person, partnership, corporation or other entity and the business must be conducted only at the location for which the license is issued. The license must be so placed as to be made conspicuously visible.
(c) The license fee established by this section is deemed to be reasonable and appropriate, and has been adopted after consideration has been given to the cost of license application, inspection, supervision and for the administration of the provisions of this chapter.
