No owner or operator of a billiard room or poolroom shall fail to at all times run such room in a quiet and orderly manner. No such owner or operator shall permit such rooms or adjacent rooms to be kept open, or permit any playing or loitering therein, between the hours of 12:00 midnight and 6:00 a.m. of the following day.
