(A) Filing. After approval or disapproval of the preliminary plat by the City Council, the owner or subdivider may, within 60 days thereafter, file with the city a final plat with a formal request for approval. At the time of the filing of the final plat, there shall be filed three additional copies together with an up-to-date abstract of title or registered property abstract showing the title to the land designated in the plat and access to the plat. The Administrative Superintendent shall refer the original and one copy of the plat to the Operations Superintendent for examination and report, and shall refer one copy and the abstract to the City Attorney for examination and report. The Administrative Superintendent shall also forward one copy of the final plat to the County Surveyor for examination and report. The reports of the Operations Superintendent, the County Surveyor and the City Attorney shall be due within 15 days after the reference, but if delayed, may be considered by the City Council if submitted prior to the public hearing.
(B) Required changes incorporated. The final plat shall have incorporated all changes or modifications required by the City Council; in all other respects it shall conform to the preliminary plat. It may constitute only that portion of the approved preliminary plat which the subdivider proposes to record and develop at the time; provided that the portion conforms with all the requirements of this chapter.
(C) Public hearing. After filing of the final plat, a public hearing shall be held by the City Council, preceded by ten days’ published notice of the public hearing. Mailed notices of this hearing shall be sent to the surrounding property owners within 350 feet.
