(A) Unless the City Council takes action without a recommendation, the recommendation of the Planning Commission on the preliminary plat shall be considered by the City Council, and the City Council shall approve or disapprove the plan within 60 days of receipt of the recommendation. If the City Council shall disapprove the plan, the grounds for any refusal shall be set forth in the proceedings of the City Council and reported to the person or persons applying for the approval.
(B) Approval of the preliminary plat shall not be construed to be approval of the final plat.
