Two Council members shall be elected for four-year terms at each biennial election commencing in 1978. One Council member shall be elected for a four-year term at the 1974 city election. Of the three Council members to be elected at the 1976 election, the two candidates receiving the highest number of votes shall serve for terms of four years and the one receiving the third highest number of votes shall serve for a term of two years. The Mayor shall be elected for a two-year term at each election commencing in 1976.
