The provisions of §§ 111.01, 111.02, 111.08 and 111.09 shall automatically apply upon adoption of this chapter. Sections 111.03, 111.04, 111.05, 111.06 and 111.07 shall not be effective until the adoption of a City Council resolution or ordinance authorizing the licensing of persons covered by those sections.
