(A) No person, except wholesalers or manufacturers to the extent authorized under state license shall directly or indirectly deal in, sell or keep for sale any intoxicating liquor without first having received a license to do so as provided in this subchapter.
(B) Licenses shall be of three kinds: on sale; off sale; and club licenses.
(1) On sale licenses shall be issued only to hotels, restaurants, bowling centers, clubs and exclusive liquor stores.
(2) Off sale licenses shall be issued only to exclusive liquor stores and drug stores and shall permit off sales of liquor only.
(3) Special club licenses shall be issued only to duly incorporated clubs which have been in existence locally for 20 years.
