The city is hereby authorized to light, grade, pave, re-pave, curb, gutter, wall, bridge, gravel, construct, improve or maintain any street, avenue, alley or highways; to construct, improve and ornament any public parkways and grass plant and protect shade or ornamental trees along its streets and avenues; to construct, lay, re-lay and repair sidewalks, retaining walls, gutters, sewers and drains, in, over, near or under any street, alley or highway; to abate nuisances; to drain marshes, swamps and low grounds within the city when they constitute a nuisance; and to make all other improvements authorized by Minnesota Statutes; and the whole or part of the expenses of any improvements shall be, subject to the provisions hereafter contained, defrayed by an assessment upon the real estate benefitted thereby, in proportion to those benefits, to be determined and levied in the manner hereafter provided.
