It shall be the responsibility of the city to secure information regarding the phosphorus content of each synthetic detergent on the retail market from the Federal Water Quality Administration, Department of the Interior, Washington, D.C., 20402, and to deliver or mail the information to each retail merchant selling synthetic detergents in the city. The city shall send updated information to retail merchants regarding the phosphorus contents of synthetic detergents as it becomes available from the Federal Water Quality Administration.
