(A) Any weeds or grasses growing upon any lot or parcel of land, or boulevard abutting the land, within an area of the city zoned as a residential district, R-1 through R-6, or zoned as a business district, B-1 or B-2, in which the weeds or grasses grow to a height greater than eight inches, or which have gone or about to go to seed, are a nuisance.
(B) The owner or occupant shall abate or prevent the nuisance on the property, or on the boulevard abutting the property.
