If the registered owner of any vehicle which is in violation of this subchapter or if the owner or person in lawful possession or control of the property upon which the vehicle is located shall fail, neglect or refuse to remove or house the vehicle in accordance with this subchapter, the City Clerk-Treasurer, or the Police Department, may remove and dispose of the vehicle in accordance with the provisions of § 91.09.
