§ 90.11 PERMISSIBLE RETURN OF UNRESTRAINED DOG OR CAT.
   Notwithstanding the provisions of this chapter, if an animal is found unrestrained and its owner can be identified and located, the animal need not be impounded, but may, in the discretion of the Officer, be taken to the owner. In that case, however, proceedings may be taken against the owner for violation of this chapter.
