(A) If any vehicle is found in any street or alley of the city without a license identification tag it shall be prima facie evidence that the vehicle is being operated on the streets of the city without having been registered.
(B) The vehicle shall be immediately impounded and shall be surrendered to the owner thereof only upon proof of ownership satisfactory to the Chief of Police, payment of the license registration fee herein above provided, and payment of the following fees:

(C) (1) At the expiration of 60 days after the impounding, each vehicle which has not been claimed shall be sold at public auction.
(2) Notice containing the description of the vehicle to be sold shall be published in the official newspaper of the city, at least two weeks prior to the sale.
