The City Clerk-Treasurer shall provide each year metallic license plates having numbers stamped thereon in numerical order, beginning with the number 1. These metallic license plates shall be suitable for attachment upon the frames of the vehicles, and shall remain attached during the existence of the license. The Clerk-Treasurer shall issue the metallic license plate, which shall be attached to the frame of each vehicle, to the licensee, upon the payment of the license fee herein provided for. The Clerk- Treasurer shall also keep a record of the date of issue of each license, to whom issued, and the number thereof.
