For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
HIGHWAYS. Includes any street, avenue, alley or public way used for or open to public travel within the city.
MOTORCYCLE. Every self-propelled motor vehicle having a saddle for use of the rider and designed to travel on not more than three wheels in contact with the ground. The term includes motor scooters, bicycles with motors attached and motorcycles, but does not include tractors.
