All applications for temporary housing pursuant to the Howell Zoning Code shall be accompanied by a fee of five hundred dollars ($500.00). In addition, there shall be an escrow account established to cover review costs by the City's consulting planner as well as any other reasonable expenses deemed necessary by the City Manager. The escrow amount shall be one thousand dollars ($1,000). Any escrow amount remaining after the completion of the review process will be refunded to the applicant.
