A certificate of registration is required prior to the use or occupancy of any residential rental structure or residential rental unit, except as otherwise provided in this chapter. Registration shall be renewed on a biennial basis. The registration year shall begin on the date of registration and shall terminate at midnight on two years following issuance. Owners shall apply for renewals no later than sixty (60) days prior to the registration expiration date. The term of registration shall be valid as long as ownership remains unchanged.
