(a) Landscaping. Landscape plantings, louvered fences for screening or other suitable landscape treatment may be made by the proprietor within required greenbelts, buffer parks or other open spaces where he or she wishes to protect his or her development from the detrimental effects of adjacent expressways, major streets, railroads or other land uses. Landscape plans shall be indicated on the proprietor's improvement plans and shall be approved by the Planning Commission.
(b) Greenbelts. It is desirable for the protection of residential properties to have greenbelts or landscaped screen plantings located between a residential development and adjacent major arterial streets and railroad rights of way. When a proprietor wishes to protect his or her development in this respect or where the Planning Commission deems it necessary for the public health, safety and welfare, a proposed subdivision plat shall show the location of such greenbelts.
