(a) No person shall operate or play any slot machine or other mechanical device, incident to which prizes of money, merchandise or other things of value are given, in any store, restaurant, billiard or pool room or cigar or tobacco stand in the City.
(b) No person shall permit the operation or playing of any slot machine or other mechanical device, incident to which prizes of money, merchandise or other things of value are given, in any store, restaurant, billiard or pool room or cigar or tobacco stand, occupied or controlled by such person, in the City.
