(a) Department heads are hereby authorized to make expenditures up to five thousand dollars ($5,000) or less for which funds were provided in the annual budget for all items necessary to run the department.
(b) The City Manager is hereby authorized to make expenditures up to ten thousand dollars ($10,000) or less for which funds were provided in the annual budget for all items necessary to run the City.
(c) All purchases in excess of ten thousand dollars ($10,000) will require City Council approval. In all cases requiring Council approval, Council shall reserve the right to make the purchase that Council deems to be in the best interests of the City.
