This chapter provides for the implementation of solar energy systems in Howard County, which convert the power of the sun into the generation of electricity. Howard County finds that it is in the public interest to regulate the use and development of renewable energy systems. Howard County supports the use of solar energy collection systems, and the regulations found in this chapter are not intended to severely limit the placement of solar energy systems in Howard County. The regulations in this chapter are intended to consider the unique needs of solar energy systems and to provide for the most efficient use of this type of renewable energy system. This chapter is also intended to protect the character of residential neighborhoods and commercial corridors, as well as to insure that solar energy systems are placed and constructed in such a way that is harmonious and beneficial to agricultural property.
