(A) The County Drainage Board and the County Surveyor shall administer, implement and enforce the provisions of this chapter.
(B) For this purpose, the County Surveyor and his or her agents shall have the right to enter upon and inspect real estate and facilities subject to regulation under this chapter, as often as necessary to determine compliance or noncompliance with this chapter.
