No license shall be issued unless the applicant shall pay to the City Clerk the sum, as set by the governing body, per annum for each vehicle used in the collection and transportation of solid waste. The permit shall be effective only for the calendar year and shall expire on December 1 of the calendar year in which said permit is issued.
