(a) The rates and prices are hereby established and fixed to all consumers of water from the municipal water plant for all purposes. The rates are set by Council from time to time.
(b) All bills will be computed monthly, on the first day of each month, from meter readings taken between the sixteenth and twentieth of the prior month.
