(a) No vehicle with a gross weight in excess of 20,000 pounds can use the alleys in the city, except for vehicles authorized to use streets and alleys of the city pursuant to a franchise issued by the city.
(b) The provisions of this section shall not apply to:
(1) The alleys located in Blocks 62, 79, 80, 89, 90 and 107 of the city; and
(2) Emergency vehicles, moving vans or trucks, wreckers or other towing vehicles actually engaged in the towing of disabled vehicles or mobile homes for relocation.
(c) Any person, firm or corporation knowingly violating the provisions of this section shall, upon conviction thereof, be fined not less than $50 nor more than $500, provided that each day’s violation shall be a separate offense.
