(A) Pursuant to SDCL § 9-55, Business Improvement District #1 of the city was created by a resolution of intent by the City Council on May 2, 2011 and a public hearing on the creation of the District was held on June 20, 2011.
(B) The City Council approved the creation of the District and the final ordinance was published on July 11, 2011 after the first and second reading.
