No pawnbroker or any other personnel shall refuse, resist or attempt to prevent any city police officer without a warrant from examining the licensed premises occupied by the pawnbroker or second-hand dealer, or their secured premises within the city limits where property is stored, during reasonable hours for the purpose of discovering stolen property.
