It shall be unlawful for any pawnbroker to accept any articles in pawn or purchase any second-hand personal property by acquiring a pawn ticket by transference from any person under 18 years of age, except for a minor accompanied by his or her parent or adult guardian who gives his or her written approval to said transaction.
