§ 111.06 ABUTTING SIDEWALK LICENSE.
   The consumption and sale of alcoholic beverages on a sidewalk or walkway subject to a public right-of-way abutting a licensed premises, provided that the license holder derives more than 50% of its gross receipts from the sale of prepared food for consumption on the premises, is permitted under certain conditions:
   (A)   The hours of authorized sale and consumption are the same as the licensed premises;
   (B)   The sidewalk or right-of-way abuts the licensed premises; and
   (C)   The sidewalk or right-of-way does not abut a federal-aid eligible highway unless approved in accordance with the applicable requirements for the receipt of federal aid.
