The City Council may, upon notice and hearing, revoke any trenching contractor’s license upon finding that the holder of such license has willfully violated any statute, ordinance, rule or regulation pertaining to such license or has aided or abetted any unlicensed person in performing work which requires a trenching contractor’s license or has demonstrated an inability or unfitness to perform the work, or has failed to renew, or has lost his or her bonding and insurance requirements.
