The Finance Officer is hereby authorized to pay from city funds an annual administration fee in an amount as set by the City Council from time to time, for each employee who is a member, retirant or a beneficiary because of the city’s participation in the retirement plan, and to forward the same to said retirement system upon certification of the retirement system.
