The City Council shall consist of two Aldermen elected from and by the electors of each ward of the municipality. Aldermen shall serve terms of two years and may hold office for more than one term. In implementing the two-year term of office, the City Council shall stagger the initial terms of the Aldermen to provide that both Aldermen from one ward are not up for re-election in the same year and to provide that beginning with the 2010 election, four Aldermen will regularly be up for election each year.
