§ 70.11 AUTHORITY TO DESIGNATE ROUTE OF TRAVEL.
   (A)   Pursuant to SDCL 9-31-2 and 31-8-2 the City Council is hereby authorized and empowered to designate routes of travel on public streets and highways within and through the city by resolution or ordinance, and are empowered to designate routes of travel on public streets and highways within and through the city for commercial motor carriers over-sized motor vehicles, trucks and buses, and to require such motor vehicles to follow such designated routes of travel within and through said city; provided, that such motor carriers over-sized motor vehicles, trucks and buses may deviate from any designated route to the extent required to reach a necessary destination within the city not located thereon not on such designated routes.
   (B)   Any street within the city which is not on a designated route of travel for over-sized motor vehicles, trucks and buses may be marked with appropriate signs showing that such motor vehicles are prohibited from traveling thereon.
   (C)   Any driver of a over-sized motor vehicle, semi-truck (with or without trailer), truck (except pickup trucks of not more than one and one-half tons capacity and fuel delivery trucks of not more than 4,500 gallons capacity), or bus, who shall operate such over-sized motor vehicle, truck or bus on a street within the city which has been marked with a sign or signs showing that such motor vehicle is prohibited from traveling thereon, unless such driver has deviated from a designated route in order to reach a necessary destination within said city which is not located on a designated route shall be in violation of this section.
   (D)   (1)   No overnight parking is permitted for any over-sized motor vehicle, semi-truck (with or without a trailer), truck (except pickup trucks of not more than one and one-half tons capacity and fuel delivery trucks of not more than 4,500 gallons capacity), or bus within a residential neighborhood or within 100 feet of a residence.
      (2)   Any driver who has parked such over-sized motor vehicle within the parameters of this section shall be in violation of this section.
