In case of any vacancy, from any cause, in the office of the Mayor, the same shall be filled by election for the unexpired term, to be held as soon as practicable after the vacancy occurs. Until such time as the vacancy is filled, or during the time of temporary disability of the Mayor, the powers and duties of Mayor shall devolve upon the President of the City Council.
